One issue is that Congress did not have accurate data on non-covered employment when enacting the laws.

This makes it difficult for affected workers to predict their Social Security benefits and plan for retirement.

A bipartisan group has introduced a bill to eliminate both laws and increase Social Security benefits for millions of pensioners.

The lead sponsor of the bill is U.S. Rep. Garret Graves (R-La.)

The bill had more than 300 co-sponsors last year but was prevented from going to the floor

The bill has already garnered support from 180 House co-sponsors this year.

The goal is to secure a House vote and urge the Senate to take action.

There has been opposition in the past, but there may be more support this year as Social Security is facing depletion.

The new Ways and Means Chairman Jason Smith (R-Mo.) is open to discussion but has reservations.

He believes that the bill lacks a formula to prevent hastening Social Security's funding shortfall.

The Congressional Budget Office estimates that complete repeal could cost billions of dollars.

Graves is willing to compromise to reach an agreement.
