Job description: The Daviess Martin Joint County Parks & Recreation Department is a unique department that serves two southern Indiana counties. This department operates the 1,600-acre West Boggs Park facility that is located in both counties and hosts the 622-acre West Boggs Reservoir. Located just 4 miles north of Loogootee, Indiana, 15 miles east of Washington, IN, and 35 minutes southwest of Bloomington, IN, this outdoor recreational facility is becoming a top destination for Indiana residents. The lake is an outstanding fishery and annually provides thousands of anglers with an immense fishing opportunity. The park hosts an extremely popular campground with 263 campsites, one cabin, one camper model, and four rental units. This popular campground is nearly at 100% occupancy from April – October. West Boggs Park provides numerous activities, events, and hosts a popular summer Kids Camp which operates out of the Activity Center. WBP also hosts a variety of activities and events throughout the year with a five-part concert series during the summer months. The park provides amenities and services such as an Activity Center, campstore, swimming beach, playgrounds, disc golf courses, shelter houses, indoor community building, gatehouse, multi-use trails, fishing piers, courtesy docks, fish cleaning station, along with plenty of open space and shoreline fishing. The department is currently working on plans to include pickleball courts, fitness equipment, volleyball pits, and immense landscaping.
West Boggs Park operates through Daviess County, Indiana and has been a self-sufficient operation since 1996. The 2022 operating budget is $1.6million and the 2021 gross revenue was $1.8million. The revenue within the park has doubled in the past six years.
The department superintendent will be responsible for working with the department leadership team consisting of five full-time staff. Qualified candidates should possess sounds leadership abilities with the understanding of diverse perspectives, qualities, and human resource assets that exist in the leadership team. Leadership development and continuing education for the superintendent along with the leadership team is paramount.
Qualified candidates possess excelled customer service and communication skills with the ability to facilitate conversations in diverse settings, topics, and with various cultures and demographics. This position is required to be an active part of the Daviess and Martin County Communities, addressing knowledge of recreation and tourism to various boards, committees, and elected officials. It is not required but recommended for the park superintendent serve on tourism boards within the two counties.
Qualified candidates should possess knowledge in revenue generation. Experience in grant writing, sponsorships, and community partnerships is a must. Knowledge of and experience in project planning, bidding, and Build Operate Transfer is required.
Essential Skills and Duties:
Providing vision for growth utilizing the park master plan along with leadership team and user needs
Skilled in financial planning, budgeting, revenue projections
Knowledge in project development, funding, management, and evaluation
Authoring and/or assisting with implementation of park master plans.
Assisting all divisions of the department with operations, problem solving, staffing, and creativity.
Creative programming and event concepts, development, facilitation, and evaluation.
Department and facility day to day operations
Knowledge of campgrounds; including but not limited to site layout, utilities, access, etc.
Knowledge of traditional and modern marketing concepts including brochures, guides, mapping, digital marketing, along with regional and local marketing campaigns
Knowledge of natural resource management – shoreline restoration, storm water mitigation, and water quality concepts
Knowledge of ADA Access and Compliance
Proficient with computer programs and software platforms
Basic Knowledge of fleet management.
Expected salary: $45000 – 50000 per year
